I'm inclined to think this is a really good idea presented with rather unfortunate taste?
OTA connection directly to an Exchange environment is a bigtime security risk, and any Exchange admin who allows it should lose their job.I've done a few SOX compliance audits, and yes, having an accountable, secure IT system is key to compliance. If you can't prove who exactly has been accessing your Exchange environment (username/password isn't secure enough for OTA access, and certificate based access means someone can just steal a phone and they are connected) then you can't pass compliance.
